LEADERSHIP IN THE PUBLIC SECTOR, THE CRITICAL VARIABLE TO REFORM THE PUBLIC ADMINISTRATION
Abstract
This opinion article addresses the problem of the reforms of the Peruvian public administration from the perspective of leadership, vision and strategy. It is argued that despite the relevance and urgency of the change in public administration, the reforms undertaken fail or never mature due to the emphasis on administrative or bureaucratic management instead of their strategic management, with concepts as leadership and capacity for envision unknown for the State. For this, the relevant bibliography is carefully reviewed and what is leadership, vision and strategy is defined, in order to be able to link these concepts with organizational change or transformation. The thesis proposed is that to reform the public administration much more leadership is needed than administration and our State suffers from ‘only administration’. The concept of leadership that is proposed is one that establishes a shared vision in organizations, a strategic route and builds community within them.
