Abstract

The article challenges the security paradigm based on criminal punishment and proposes understanding comprehensive security as the effective enjoyment of human rights. It argues that crime is a social and political phenomenon, originating from inequality, exclusion, and conflictive relationships, exacerbated by neoliberalism and the media’s portrayal of violence. Using documentary research and a survey (203 people), it shows that a majority reject harsher penalties and pretrial detention as solutions, preferring prevention. It concludes that comprehensive public policies, social inclusion, and non-authoritarian political management are required to reduce insecurity and protect human dignity.
