PYROTECHNICS AND LAW: A REVIEW TO THE MEMORY OF MESA REDONDA FIRE IN 2001
Abstract
Pyrotechnics in Peru were influenced by the Spanish conquest decades ago and are now part of Peruvian festivities. Unfortunately, the manipulation of a pyrotechnic device by an informal vendor and the negligence of the Peruvian government caused the fire at Mesa Redonda in 2001.
In this sense, one of the consequences of the Mesa Redonda event was the creation of Law No. 28551. Also, the abandonment of the victims and relatives of the incident caused them to initiate proceedings before the Inter-American Commission on Human Rights (IACHR), and they are currently awaiting a report on the merits of the case.
In sum, the creation of the National Superintendence for the Control of Security Services, Arms, Ammunition and Explosives for Civilian Use (SUCAMEC) was fundamental because it currently helps to control the trade of pyrotechnic devices.
