Abstract

The objective of this research work is the clinical-critical criminological analysis of the reasons why crime arises in Lima, considering that there is a perception that this city is a paradise of impunity, a conception that is developed taking into account the influence on issues of procedures and intensity of the aggressiveness of the “Aragua Train” on our criminals. Likewise, it focuses on the great social impact due to adequate control, leaving the appearance of “inaction” on the part of the State, in the face of the crimes that are being exposed in the media, crimes such as extortion, hitmen, pimping, among others. others, which are characterized as threatening and terrifying. Thus, the conclusion is reached that state policies that seek to combat such problems are not really effective since they are tainted with populism and improvisation in the face of the population's demands.

Finally, the results indicate, based on the survey carried out by the IOP & IDEHPUCP in 2020, the perception of ''fear towards Venezuelans arriving in Peru'' increased from 24% in 2018 to 52% in 2019. Finally, with the surveys carried out by the Institute of Peruvian Studies (2019), showing that a high percentage (73%) of those who disagree with Venezuelan migration consider that the reason behind this migration is the increase in crime and insecurity in the country.
