Methodology for identifying public spending for older adults in Peru: A model based on open data and budget chains (2019-2023)

The quantification of Peruvian public spending directed toward the elderly population is imprecise due to the limitations of current budget classifications. The objective of this research is to develop a procedural model to identify and quantify spending allocated to this sector in Peru (2019–2023), comparing the financial execution of public spending with the rights stipulated in Law No. 30490. The methodology employs an iterative approach to searching budget chains using keywords and datasets from open government data portals. Four case studies were established to link public services and specific care programs with the current budget structure. The results allowed for the design of a tool that identifies issues not directly visible in the Peruvian public budget, proposing new procedures for information analysis. It is concluded that the proposed model (which can be replicated to other topics such as childhood and youth) improves the traceability of spending, allowing public managers to make informed decisions based on the real correspondence between the budget and the regulatory framework for the protection of the elderly.
